Mortgage Valuation vs Structural Survey in Ireland: What's the Difference?

A mortgage valuation and a structural survey are not the same thing. The mortgage valuation (โ‚ฌ150โ€“โ‚ฌ200) is ordered by your lender to confirm the property is worth the purchase price โ€” it protects the bank, not you. A structural survey (โ‚ฌ400โ€“โ‚ฌ600) is ordered by you to assess the physical condition of the property. You need both, and they serve opposite purposes.

Mortgage valuation: what it is and what it is not

Your mortgage lender requires a valuation before releasing funds. This is a brief inspection โ€” typically 20โ€“30 minutes on site โ€” carried out by a lender-approved valuer. The valuer confirms the property is worth at least the purchase price so the bank's security is adequate.

The valuation report is 1โ€“2 pages. It is not shared with you in full in most cases. It does not assess structural integrity, damp, roof condition, pyrite risk, or anything that does not affect the property's market value. It exists entirely to protect the lender.

Structural survey: what it covers

A structural survey is commissioned by you and works in your interest. A chartered engineer or surveyor spends 2โ€“4 hours inspecting the entire property: structure, roof, walls, floors, windows, plumbing, electrics, drainage, and any Ireland-specific risks like pyrite or radon.

The resulting report (20โ€“40 pages) grades every issue by severity and typically estimates repair costs. It is the basis for any price renegotiation after sale is agreed.

Can the valuation substitute for a survey?

No โ€” and this is one of the most common and costly mistakes first-time buyers make in Ireland. A property can pass a mortgage valuation (the lender advances the full amount) while having significant structural defects worth โ‚ฌ20,000โ€“โ‚ฌ50,000 to remediate.

The valuer is not negligent โ€” they were never asked to find structural defects. Their brief was to confirm market value only. If you skip the survey, you assume all risk of unknown defects.

When to commission each

Get the mortgage valuation when you have a property under offer and your lender requests it โ€” they arrange it directly or instruct you to use an approved valuer.

Get the structural survey as soon as your offer is accepted and before you sign contracts. This gives you time to review the findings, get repair estimates if needed, and either renegotiate or walk away without financial penalty (your booking deposit remains refundable until contracts are signed).

Frequently asked questions

Can I use the same surveyor for both the valuation and structural survey?+

The mortgage valuation must be carried out by a lender-approved valuer from their panel. The structural survey can be commissioned from any chartered engineer or SCSI-registered surveyor of your choosing โ€” they are typically different people.

Is a structural survey worth it on a new build?+

On a new build, a snagging survey (โ‚ฌ200โ€“โ‚ฌ400) is more appropriate than a full structural survey. A snagging surveyor identifies defects and incomplete work before you accept the keys, giving you a punch-list for the developer to remedy.

What happens if the mortgage valuation comes in below the purchase price?+

If the valuation is below the agreed price, the lender will only advance a mortgage based on the valuation figure, not the purchase price. You must either renegotiate the price with the seller, increase your deposit to cover the shortfall, or walk away.

How do I find a structural surveyor in Ireland?+

Use the Society of Chartered Surveyors Ireland (SCSI) member finder at scsi.ie, or ask for a recommendation from your solicitor or mortgage broker. Always verify the surveyor holds professional indemnity insurance.
